State and Local Government Partnerships
Local and State Government Agreement

In August 2001 the Premier announced the formation of a Working Group to look at ways of improving the relationships between State and Local Government.
The Partnership Steering Group developed a Partnership Agreement which outlined the Partnership Principles, provided a Template for Partnerships and established the State Local Government Council.

State Local Government Council

The State Local Government Council:
  • receives reports on partnerships registered with Partnership Steering Group;
  • addresses issues that may arise from the implementation of agreements.
  • addresses strategic issues relating to the relationship between State and Local Government.
It comprises the:
  • Premier;
  • Treasurer;
  • Minister for Local Government;
  • Minister for Planning and Infrastructure;
  • President of Western Australian Local Government Association (WALGA);
  • President of the Local Government Managers Australia (LGMA) and
  • Other Ministers as required.

Partnership Steering Group

The roles and responsibilities of the Partnership Steering Group are to:
  • provide information on partnering.
  • identify opportunities and pilots.
  • support the development and implementation of agreements.
  • register and monitor agreements.
  • evaluate the partnership process.
  • report to the State Local Government Council on the effectiveness and efficiency of agreements that are developed.
The current membership is as follows:

  • Tim Fowler, Director Capacity Building, Department of Local Government and Regional Development
  • Mark Altus, Director Intergovernmental Relations, Department of Treasury and Finance;
  • Alix Rhodes, Project Manager, Community Partnerships, Department of Planning and Infrastructure
  • Ricky Burges, Chief Executive Officer, Western Australian Local Government Association; and
  • Steve Cole, Chief Executive Officer, Local Government Managers Australia (WA).

Partnership Agreement on Communication and Consultation
The Partnership Agreement on Communication and Consultation was signed by the Premier, the then Minister for Local Government and Regional Development and the Presidents of the Western Australian Local Government Association and the Local Government Managers Australia in June 2004. Protocol on Major Developments (Role of State and Local Government)
The protocol was signed by State Development Minister Clive Brown, Local Government and Regional Development Minister Tom Stephens and Clive Robartson, the president of the Western Australian Local Government Association (WALGA) on 28 July 2004. Partnership Agreement on Public Library Services
This Partnership Agreement between State and Local Government is for the provision of public library services in Western Australia. It was signed by the Minister for Culture and the Arts and the Presidents of the Western Australian Local Government Association and the Local Government Managers Association in December 2004.   • Shire of Busselton MOU

Intergovernmental Agreement

On April 21, 2006 Local Government and Regional Development Minister Jon Ford hailed the signing of an agreement between the three tiers of government as another important step towards better co-operation and understanding.

The signing of the Intergovernmental Agreement (IGA) between State, Federal and local governments will improve the relationship and consultation process between governments on local government issues.

Reimbursement of Travel Expenses for Members of Government Boards and Committees
In recognition of the additional costs faced by some members of Government boards and committees in attending meetings, the State and Local Government Council meeting in November 2005, adopted the recommendations made by the Partnership Steering Group, to allow for board and committee members to be adequately reimbursed for travel costs incurred when attending Government meetings.
